Working hours, time of debate

As many of you I was sorry to see the turn taken by the political season, and its focus on the words of Manuel Valls about 35H. Much ink and saliva flowed since Sunday night, feeding invective, comments, and comments on the comments. Media is now the rule and we need a reason to worry. Without any mixing.

I do see two different things in this controversy. First there is the substantive issue. Should you "unlock" the 35H? This question need not be a taboo, she questions the way we conceive of working time, therefore, but also the sharing of productivity gains, and ultimately the redistribution. However, the fundamental problem is unemployment, not 35H. The 35H has been exploited by the employers and the right to block the hiring and especially wages, are not in themselves flawed. And if I wanted to respond with a nod to Manuel, I would say that we should not unlock, but lock the 35H, so that the work being done in overtime leads to real hiring. Work for all must remain a central objective for the Socialists. Probably should we consider this perspective to lower labor costs, reviewing our tax system that relies too much on it, and not enough on value added. I belong to a current of thought which has increased for 15 years fighting for 35H in the PS, I think the historical perspective of the reduction of working time constrained, as an essential contribution to the emancipation of workers.

Then there is the question of form or discipline. Manual can defend its position, albeit contrary to the majority opinion in the party, even the texts voted? From the moment you chose to hold primaries, and if they are to be meaningful, it must be that the candidates can discuss something, and compare different policy options. Unless they are seen as the "Contest beauty "that some (often the same) liked to criticize. In this, I think it was unnecessary and cons-productive to overreact to this output, and so fuel the controversy, as some comrades did. Moreover, the violence of some reactions might even suggest that basically, we did not mind as quiet as you might think or say, these 35H. This is not new. Since their establishment and the offensive line that followed, the Socialists have always vacillated between two attitudes towards them, the one assuming the other is more shameful and less assured. It is time to decide a good once for all on this point, and the controversy of recent days is the core signal, if necessary. Since we never really prepared publicly factual assessment of the symbolic measure of our last visit to the country's leader, organize primaries before a large national agreement on working time and unemployment. It would be a major contribution to the debate - and especially since it is likely that the line will again the iron on this issue in the coming months. It would also show the French that the PS grabbed him round the waist of the working world in its reality, unlike a government that has promised much and was very disappointed in this area.

I have always defended the primaries. But as the primary instrument of politicization and mobilization of the debate and society. It's no secret that European social democracy in recent years through an identity crisis and ideological, and she has a work of introspection and reconstruction if it wants to operate the challenges of the world is emerging. Let us use the pre-presidential opens to work in this direction. That will be all points of order and " right path "of the world.
